Sea Beasts are monsters that can be spawned at the Rough Waters . Their method of spawning is to have a ship at the rough waters and simply wait.

Rough waters spawn in patches across the GPO map. Your boat speed will be halved, and Sea Beasts can spawn. Make sure to despawn your boat fast if a Sea Beast spawns, since if your a low level you will probably die and your boat will be broken.

To find sea beasts quickly, I say go to Marine Base and go North/ Northwest, there’s rough waters close by. Then lure sea beast to land and kill it. Good luck!!
