The Times reports that ten of the twelve states without the death penalty have homicide rates below the national average, whereas half of the states with the death penalty have homicide rates above. During the last 20 years, the homicide rate in states with the death penalty has been 48% - 101% higher than in states without the death penalty.
Amnesty reported that at least 28,670 people were known to be under sentence of death at the end of 2021, with nine countries contributing to 82% of that total. That total was up fractionally (0.4%) from the 28,567 reported to on death rows around the world at the end of 2020.
Recorded death sentences fell by 20%, from 373 in 2021 to 298 in 2022. Death sentences were recorded in 16 countries in 2022, compared to 19 in 2021. Sierra Leone and the Central African Republic abolished the death penalty for all crimes, while Equatorial Guinea and Zambia abolished the death penalty for ordinary crimes only.
