Scrolls can be found throughout the map in any trinket spawn or can be obtained through Scroll Roulette at the Skycastle. In order to use a scroll, you need to have a Tome or be Tomeless to use the scrolls by just clicking with them to obtain the Spell.

I created a map that contains every known power armor frame that can be found in Fallout 4. This map does not include power armor frames that any people (raiders, brotherhood, unique characters) have equipped, and it does not include quest rewarded power armor frames.
It's sites where the level designers have placed a power armour spawn point, meaning a power armour will always be found there. Like the roof of the museum in Concorde, or those military checkpoints that have a PA in a metal cage locked by a terminal.

Power armor spawns in certain locations are leveled. If you discover an area where there is PA it will be locked to that level. Example: if you were starting from a new character and you didn't discover National Guard Training Yard until level 30 there would be a full suit of X-01 in the storage trailer with an expert/master lock.
