Scrolls can be found throughout the map in any trinket spawn or can be obtained through Scroll Roulette at the Skycastle. In order to use a scroll, you need to have a Tome or be Tomeless to use the scrolls by just clicking with them to obtain the Spell.
Scroll Roulette is a service in the Castle in the Sky you can do to gamble your Silver for Scrolls, by talking to Xenyari, a Vind standing in the middle of the library room. In Khei, there is an NPC in the Grand Archives library that serves the same purpose.

Certain scrolls, called "artifact scrolls," (such as contrarium) will not allow you to pick up an artifact as long as it's in your inventory. Semi-artifacts are closer to valuable trinkets, as they do not take up an artifact slot. You can also pick them up as a freshie/base class.
