Ring of Fortune is a relic power that players can harness at the mysterious monolith at the Archaeology Campus. Once activated, players will always gain the effect of tier 3 luck. It costs 3,000 chronotes to harness and uses 150 monolith energy.
The hand of glory (Kharid-et) is the hand with third-lowest Archaeology requirement and can be found at the Kharid-et dig site on the Orcus altar behind the pontifex barrier, requiring the pontifex signet ring to enter. A Ring of Fortune can then be added to create the finished relic.
It is an expensive and unnecessary item for most scenarios. Unless you are regularly doing things that require a LotD (certain high level bosses, elite clues, etc. check the wiki for the full list of stuff), sell the ring and buy other items that would be more useful. Sell lotd, buy gear.
The ring of fortune has t3 luck whereas the ring of wealth has t2 luck. The difference (besides price) is that you will get slightly higher or better chances on rnd rolls and drops. T3 luck can apply across more bosses and activities compared to t2.
