I used to set Windows updates to lower bandwidth to not bother me while gaming. But since recently Xbox Game Pass for PC app thingy uses the Windows update speed limiter for itself too. I now set bandwidth to max and poof Xbox app downloaded a game at 90MB/s.
Just found a fix for slow downloads from microsoft store! Delivery Optimization - > Advanced Options -> Put download limits to 100%. You have to enable the limiter, that is the key. Seems to be a bug as if you unselect the limits (should be unlimited), it still applies the bandwidth limits.
