I did a clean install of all of my drives and forgot what a nightmare downloading from the Xbox App was. I have 300MB to 500MB download based on how my ISP is feeling, yet Xbox usually downloads at 3MB/S to 10MB/s, Steam and Epic downloads at 40-60. I just spent the last 2 hours looking for a fix going through all of the steps and nothing worked.
Just found a fix for slow downloads from microsoft store! Delivery Optimization - > Advanced Options -> Put download limits to 100%. You have to enable the limiter, that is the key. Seems to be a bug as if you unselect the limits (should be unlimited), it still applies the bandwidth limits.
