Not sure if this is part of the default UI yet, but I'm using an addon that lets me save transmog sets just by using the appearance tab, so I can work on my transmog no matter where I am. Then it's as simple as just walking up to a transmog npc and clicking the set I want to change to.

Is it a common thing to see people be so stingy about who uses their transmog mount? If so, why do they not let other players use it? Does it have a negative affect on them or something?

A customisable multi-passenger mount where you can also customise which vendors you have. You could swap in and swap out a barber, transmogger, generic vendor etc - you just have to buy their services once to be able to add them to your mount.
I did not buy the xmog mount until legion was halfway over. I always had the tundra mammoth and it was sufficient. But to me I want a "utility" mount that has the most options and the yak is kinda it.
for mount, you can try simple armory https://simplearmory.com. enter your realm, character name, goto Collectible, Mount, tick Show Planner. it will kind of plan the route for you to farm for your missing mounts from dungeons and raids.
