I would pretty much say no, because to download a ressource on the internet ressource, you need to have the URL of the ressource. On google, if you do a crafted research you could find all the pdf of a website, but i don't see a way to fill for example a csv with the research results.
Web pages are not (generally and if you don't really stretch the definition) pdf's so there is no way to "download". You can convert them to pdf in many ways, like "print to pdf" (I think included by default in Chrome for example).
