You can get a Red Drake from the Wyrmrest Accord Quatermaster who is based in Dragonblight in Northrend at Wyrmrest Temple (He is at the top somewhere). This mount is under 2000g so it's not expensive.
Reins of the Red Drake are a reputation reward; you must be exalted with The Wyrmrest Accord to buy it from Cielstrasza <Wyrmrest Accord Quartermaster> for 2000.
