Get a flying pokemon and roam around until you find a biome called Mt. Lanakila. Easiest way to find it is flying around at night, you'll know you found it when you see candy cane style structures and Christmas trees (they have glowstone, which is why it's easier at night).
There's a mod linked on the pixelmon wiki called pokehunt-you get rewards for catching Pokémon with certain nature's. The rewards are fairly op with about 10 rare candies per correct Pokémon. If you don't want to add that mod then I'm pretty sure the only other way to get them is by killing bosses.
