Talk to the guide on Thanatos Tower 2F (tha_t02 231, 161) to enter 3F. On 3F (tha_t03 66, 67) you'll find a Rune Device in the southwest corner.

I'm making a YT series that follows the quest in chronological order. Definitely use the Timeline sorting option on the quest list in game, it's your best bet. It's even been updated recently, reorganizing some of the quests to make more sense.
