It was announced by Bethesda Softworks on May 14, 2018 as a sequel to the sci-fi first-person shooter racing game RAGE, released in October 2011.
The Authority are the main antagonists of RAGE, as well as its sequel. A highly organized and weaponized military force that controls and shapes the Wasteland in whatever way they see fit, the Authority is perhaps the most powerful faction in the Wasteland.

There are over a hundred non-playable characters in RAGE. For the most part they are just humble residents at different in-game locations or enemy grunts who neither have noticeable individual impact on the story line nor provided with a significant way of interactions with the protagonist.
Lieutenant Nicholas Raine, is the silent protagonist of RAGE. A former marine, official artwork displays him as a man with a military buzz cut. He is of indeterminate age, presumably in his mid 20s to early 30s.
