I think this game is moddable! There already are couple modifications created for RAGE 2 - quite small, but they do exist. However almost all of them are located on not very trusty websites, so this may be a scam.

Honestly I feel like Rage 2 was made for mods. It has one of the best gunplay around (on par if not better than Doom 2016) in my opinion, but with a world that feels very empty (and not in a good way like for example Mad Max) but has a lot of potential.
