Realistically you'd have to trade in order to get 40% quality worth of the correct gem tag type. If you're having to trade for it, you may as well just spend 1 alch on a wand with the +1 spell gems mod.

A Divine Orb can be used to obtain the new values of modifiers, but cannot be used to gain new modifiers: No longer has 16-22% chance to Ignite, 20-30% increased Burning Damage, or +15-25% to Fire Damage over Time Multiplier.
A very simple wand is craftable with about 15-20 div, with T1-3 crit multi/chance (either one) and crafted spell dmg. T1 spell damage +crafted suffix raises that by more than 2x depending on luck.
