PTF themes work on official and custom firmware while CTF themes only work on custom firmware with the CXMB plugin. Themes listed work on 6.60 and 6.61. To set up CXMB see this page.
There's actually a way you can convert psp ctf themes from older firmwares and use it on your updated software. I have the converter and run 6.61 pro b c firmware and you can convert almost any older theme and make it compatible with the current software.

Theme Installation. Put the .ptf files to your PSP's theme directory "X:/PSP/THEME/". Some of the files are in .7z/.zip format (Those have extra wallpapers inside). Extract them using any unarchiving program (e.g. 7-Zip, WinRAR, WinZip) of your choice.
