It's an alternative to using a modchip, but other easier methods have arrived since it's release date.
The swap magic application just reads the disc enough to authenticate and load the TOC file to define an address space, then stops the motor, and provided a prompt to boot the disc when ready (after the swap) since the system has no other way to know when the swap is done.
