In 2021, the prisoner rate was 106 prisoners per 100,000 people. The highest prisoner rates per 100,000 people in 2022 were in Hungary (200), Poland (190) and Czechia and Slovakia (both 181).
In 2022, there was one place in prison per 856 inhabitants in the EU, or 117 places in prison per 100 000 inhabitants. This value varies considerably from one EU country to another. It is higher in Eastern and Baltic countries especially in Latvia (257.1), Lithuania (256.6), Estonia (250.3), Poland (232.4), and Slovakia (214.4).

The share of women in prisons varies between EU Member States (see Figure 4). In 2022, the highest shares were observed in Malta (9.5 %), Czechia (8.5 %), and Latvia (7.7 %). The lowest shares were in France (3.2 %), Bulgaria (3.7 %), and Italy (4.2 %).
