This document summarises the main findings of the 2021 Council of Europe Annual Penal Statistics on Persons under the Supervision of Probation Agencies1, better known under the acronym SPACE II, and compares them to those of the 2021 Council of Europe Annual Penal Statistics on Prison Populations, SPACE I, which was published in April 20212.
12 maj 2023 · EU prisons in 2021: populations & overcrowding. In 2021, there were 475 038 prisoners in the EU, equivalent to 106 prisoners per 100 000 people. The prisoner rate increased after a decline in 2020 (104 prisoners per 100 000 people) but remained the second-lowest figure since the turn of the century. Source dataset: crim_pris_cap.
Persons on probation made up 54% of the total correctional population in 2021, down from almost 57% in 2011 (table 3). There were almost 400,000 fewer persons held in state and federal prisons in 2021 than in 2011, and nearly 100,000 fewer in the custody of local jails.
