The Jail System. Ohio has 108 jails in 88 counties. The jail population in 2021 was 16,991. The Prison System. As of December 31, 2021, the number of prisoners under the jurisdiction of Ohio correctional authorities was 45,029 located in 28 state prisons and held in custody of private prisons or local jails.

The number of releases from prison declined 19% from 2020 to 2021 but still exceeded admissions by 22,700. The combined state and federal imprisonment rate at yearend 2021 was 350 sentenced prisoners per 100,000 U.S. residents.
Persons on probation made up 54% of the total correctional population in 2021, down from almost 57% in 2011 (table 3). There were almost 400,000 fewer persons held in state and federal prisons in 2021 than in 2011, and nearly 100,000 fewer in the custody of local jails.
