Power charges are one of the three basic charge types. They are associated with intelligence and represent an increase to concentration and arcane energies during combat. They are visualized as glowing blue orbs surrounding the character. Gaining a new power charge resets the duration of all remaining power charges.
Burns fuel and charges a single item rather quickly. Meant as a stop gap measure to charge items you want to use before you get a fully fledged energy system going. Doesn't waste fuels!
You have to start over, get a helmet with the enchant, warlord exalt it and then alch+scour until you hit +1 power charge (has to be the only warlord mod), buy a shaper helm with lightning dmg (has to be the only shaper mod) awakener orb them togehter.

The default maximum for each type of base Charge is 3, which can be raised through various items and passives. There are special items and effects that modify, convert or generate completely new types of Charges for your character.
You need recombinators and a lot of luck so that the process picks your +1 base and then rolls +1 power charge.

Go to pathofexile.com/trade/search/Metamorph, click the mods dropdown, search for "power charge", and scroll through the list. You should see a range of item mods, some of which will give you maximum power charges.
