There are several types of encounters: Grass, Cave, Building etc. refer to the generic walking around encounters. Surf refers to encounters while Surfing atop any body of water in the area.

Sacred Gold / Storm Silver guide! Hi everyone! I wanted an extra challenge, so I decided to write a guide alongside my journey trough Storm Silver. This is the first section! I am still completing it tho, because there are a LOT encounters and some of them are very high leveled.
Usually the best places to hatch eggs are Radio Tower, Goldenrod Tunnel, and Pokeatholon dome. And then Togepi gets hatched in the global terminal. I also advice against the repel manip in union cave since geodude and zubat are super nice dupes.
