To counter this I use a max ev and high IV sp.atk politoed with rain dance turn 1 to remove sandstorm, then OHKO his hippowdon with a rain+STAB boosted hydro pump (assuming it doesn't miss) holding mystic water turn 2 (which you can get from goldeen/seaking).
At least 15 of my Pokémon are still out. And I have hardly any of the recommended counters for Giovanni. But here's how I finally, FINALLY beat him. If Giovanni's Persian knows Feint Attack, use Machamp with Counter and Cross Chop. If the Persian knows Scratch and you don't have Giratina (like me), use Melmetal with Thunder Shock and Superpower.
