Additional ways of getting Heist items is from Sextants (one forces smugglers cache to spawn), Expedition (logbooks will have Heist chests past a certain ilevel + Tujen can sell contracts and blueprints), and Archnemsis has the Temporal Bubble recipe that yields Heist rewards.
For enchanted armaments, look for 6 links, well rolled 5 links, well rolled one handed weapons, or enchantments that work well with the base type. If you see a tailoring or tempering orb, take these and don't even bother looking at the rares.
