Overall, PlayOn Cloud is a much more reliable service and produces better, more even results. The Home service is inelegantly designed, buggy, and occasionally starts eating resources.
I've been using PlayOn Home for the last 2 years to make recordings. While there are occasional issues I've found it to be quite stable overall, particularly given what it does and how much it relies on individual streaming provider websites.
As frames of reference, TabloTV can record OTA 1080i broadcasts at ~6000 kbps and they look similar to what I just recorded on PlayOn Home. The best recordings I ever made were with the old Windows Media Center .wtv format, in which 1080p recordings could be made at as high as 9000+ kbps.
The playon cloud has issues because it uses H265 and variable frame rate - many complaints on this reddit about the quality / look of the recordings. Home uses H264 and constant frame rate and does look better, at least to me :).
