While there are no real requirements to begin Slayer training, it is strongly recommended to have fairly high combat stats and to have completed many quests.

Because slayer requires combat and higher-level monsters give better experience, it is recommended to wait to train slayer until you are at least level 70 combat or higher. Training slayer before that will really just be a waste of time. In the mean time, you can of course knock out some of the slayer quests to gain experience.
Medium clue scrolls can be between three and five clues long with some quest requirements. Hard clue scrolls can be between four and six clues long, with multiple enemies to defeat and can have high-levelled quest requirements.
