I got that problem when I messing around with my fps config. I recommend you to do "Clean Up" to your settings. No need to reinstall/redownload tf2. Just follow this guide : https://github.com/mastercoms/tf2cfg (scroll down to Clean Up section)
With my current settings, my computer is in the 100-120 range, but it's working so hard it starts to sound like a jet engine. I just use "fps_max "70"" to limit the fps to something reasonable. Also, don't forget "cl_showfps 2" so you can actually tell what fps you're getting.
Open Steam, go to library, right click TF2, Click properties, go to general, copy this and paste it into startup options: -reuse -nojoy -noipx -nohltv -noff -nosteamcontroller -noquicktime -precachefontchars. -reuse = allow network sockets to be reused when busy, better network performance.
