Only restart if you feel like your too weak and unable to progress. Skillbooks aren't rare and you can always pickpocket them. Also you don't lose the skills you already learned on your character, they will remain in your skillbook, should you decide to respec again.
Once that is deleted or moved, start the game and you should be able to restart your career. Your other progress (character, skills, challenges, etc) should be unaffected.
