I used to set Windows updates to lower bandwidth to not bother me while gaming. But since recently Xbox Game Pass for PC app thingy uses the Windows update speed limiter for itself too. I now set bandwidth to max and poof Xbox app downloaded a game at 90MB/s.

The best way to increase download speed is to use a VPN. I have a 200+ mb/s plan and I was getting 0-800 kb/s and after using VPN i m getting 6 mb/s, still not the best but better than less than 1 mb/s.
Possible solution for slow download speed. Tech Support WEEKENDS. I will describe how I fixed the slow download speed from Xbox app. Open CMD as administrator. Type/paste netsh interface tcp show global. Check the value for "Receive Window Auto-Tuning Level". In my case it was disabled.
