A sure-fire way to fix this is to update the email address you use to login with PayPal. I would also recommend updating your password just in case that has been compromised as well. Hopefully by updating your login information, whoever is trying to login to your account won't prompt a security code to be sent to you.

Confirm your email address on PayPal by clicking the link in the confirmation email, or resend the email if needed. Change email format if text is garbled.

Every time I go to send money, it says they need a quick security check. Every time I choose a “text” I do not recieve it. When I choose “call” on the other hand, it goes straight to a screen which says “sorry, we can’t verify it’s you” without even giving me a call.
