I can only assume that the New Outlook, which is based on PWA a Progressive Web App, does not sync to the actual Windows 10 desktop (yet?)... I'm hoping they resolve this when they discontinue Windows Mail and Calendar in 2024.
1. Clear the Windows Store cache. To do this, press the Windows key + R, type "wsreset.exe" (without quotes), and press Enter. This will clear the cache and restart the Windows Store. 2. Check for Windows updates. Sometimes, installing the latest Windows updates can resolve issues with the Windows Store.

14 maj 2023 · If Outlook isn't syncing emails, ensure your internet connection is working, turn off the app's offline mode, manually sync your email folders, change your email sorting order so the newest emails are at the top, repair your email account or Outlook itself, unblock the email sender, clear your Outlook cache, or update Outlook.

I have 1 Outlook.com account (with Mail, Calendar and Contacts (Persons)) and 1 IMAP account (Mail only) installed in New Outlook for Windows. So far no problem. All my contacts are in the outlook.com account. The issue is : when I want to write a New Mail from my IMAP account, I have no possibility to choose a contact from my outlook ...
If you can't open Outlook, or Outlook disappears or crashes, one of your add-ins may be to blame or you may need to update Outlook. Check for updates You might need to set Windows Update to automatically download and install recommended updates.
