All skills available in the main game are available in the Raging Echoes League. Skills can be trained similarly to that of regular ironman accounts, depending on what combination of areas are unlocked. Players begin with level 3 Herblore, and 5 Runecraft. Experience rates are multiplied by 5x the usual rate.
If you want active training that's even faster, check this post. With Fire Sale and Frem region, 99 con is also cheesable. Banker's note makes runecrafting a several mil xp/hr skill. Just bring noted essence to the altar which gives you the highest xp per essence.
If you have the Desert and want free smithing xp. You can buy just about every type of metal in plate legs. You get 2 bars per plate leg. 7:7 and you get the 14/14 alloy. Great for easy smiting xp and there's a couple tasks tied to sword quality.
