The required ingredients are one clean avantoe and kebbit teeth dust. 120 Herblore experience is given per potion made. A player can obtain kebbit teeth dust by using a pestle and mortar on kebbit teeth. These teeth are loot from hunting sabre-toothed kebbits.
i dont even think you can get enough supply to do that, over a month you might be able to buy 500 long kebbit spikes.
Kebbit skipping is the way to go here. If you get a razor/saber kebbit task from your main master, go talk to the other masters and try to get a dark/spotted kebbit task. Once you get it, go to the falconry area and get the fur.
