Not in my opinion, especially if you go 75 attack. If you stay 60 attack your options are D2h 93 STR, dragon halberd 89 STR or cudgel/ leaf bladed Battle axe if you go 65 atk. Anchor is 100 STR bonus so it is BiS but it's a pain to get and not that much better for how often you use it. No.
