I set the Steam C:\Users\bsmith\OneDrive\Documents\My Games folder to "Always Keep On This Device" which is a Windows File Explorer setting that keeps Microsoft OneDrive from unexpectedly uploading and downloading files from OneDrive.
In the group of users, find your OneDrive account (most likely, the same email ID as your OneDrive account). Select it. Click 'Edit'. On the new pop-up, make sure to select that same OneDrive account.

18 paź 2015 · I just got the exact same problem running Steam and Fallout 4 for the first time on a new Windows 10 computer. It looks like Windows moved Documents to OneDrive. And Windows always keeps 'My Games' in Documents.
