AMD recommends a 650W PSU minimum for the RX6750 XT as you know. I would not try and run it on a 550W PSU. It might work ok for a while but you over tax the PSU doing so which could lead to damage, premature part failure, and even fires.

700W is more than sufficient for that setup. 3600 is a 65W CPU, Radeon 6750 XT is what 250W (say 270W if AIB). 700W is fine. I run an overclocked 3700x with an RX 6800 that's also overclocked with the power slider maxed at +10% through AMD software and it's fine on my 750W.
Rtx 3070 claps the 6750 XT in Ray tracing and has a better video encoder, but the rx 6750 XT has more VRAM and in my opinion texture quality makes a larger visual impact than ray tracing so I would go for the 6750 xt.
