Hi, I have ~10 years old GOTY edition of Oblivion. It installed without any issues - both main game and expansions. The game runs for me, but I can't change any graphics settings. When I wish to enter Optins from the launcher, I receive information that the Oblivion.ini file is missing.

You need to specify where your save folder is the oblivion.ini located in Documents\My Games\Oblivion or move your saves to the default location, Documents\My Games\Oblivion\Saves. At least, that is how it works normally for retail and steam versions. The default in the .ini is SLocalSavePath=Saves\.
