Go to game options and check that the " enable custom content and mods" button is ticked. It is found in : Options | Other | Enable Custom Content and Mods. Then see if you can tick the script mods allowed button that is under it. Exit the game. Then go back into the game again and see if your mods are working.
What you need is the .package file inside. Extract the file to the Testing CC folder you created and start the Sims 4 to make sure your CC works. If all goes well, you should see your CC in game! Exit the game and move the .package file into the correct folder. That's it!

Since the last patches, some CC/mods are not showing up in game or are not working in game. Perhaps go back to where you downloaded the mods/CC from and see if there has been an updated version or if any other simmers are having problems with the items.
