So I go to Steam, turn off Steam Cloud setting (Settings -> Cloud -> "Enable Steam Cloud synchronization for applications which support it"), uninstall Oblivion from Steam and then delete the Oblivion folder from my Steam folder.
A solution someone said worked was to disable OneDrive sync for oblivion and to make sure your saves are in the default save location, [C:\Users\User\Documents\My Games\Oblivion\Saves], and make sure the .ini reflects that.
Steam only installs to the directory that will be revealed. There will be a folder in Documents (mine are in Documents/My Games) with save data, and maybe some other stuff, but that isn't the install directory.

Because of the automated nature of cloud synchronization, Steam Support has a limited ability to address issues with the cloud. If any saves or other data have been lost, it is not likely that we will be able to recover them.
