You need to specify where your save folder is the oblivion.ini located in Documents\My Games\Oblivion or move your saves to the default location, Documents\My Games\Oblivion\Saves. At least, that is how it works normally for retail and steam versions.
A solution someone said worked was to disable OneDrive sync for oblivion and to make sure your saves are in the default save location, [C:\Users\User\Documents\My Games\Oblivion\Saves], and make sure the .ini reflects that.

Steam only installs to the directory that will be revealed. There will be a folder in Documents (mine are in Documents/My Games) with save data, and maybe some other stuff, but that isn't the install directory.
Follow the steps to find your accounts and recover them if you no longer remember the password. Most of my games appear but some are missing. Sometimes Steam will appear to be functioning correctly, except certain games will be missing from your list.
