The file is not available anymore due to either being archived, under moderation, or deleted. To check, you need to retrieve the following data, (NexusDownloader+State|game|mod_id|file_id) and construct the download url from that, like so; https://www.nexusmods.com/<game>/mods/<mod_id>?tab=files&file_id=<file_id>.
The modpack I tried to download was missing 213 mods, the wabbajack servers said that everything downloaded properly on their end, so I was wondering if it might be something wrong on my end. My logs were this, let me know if you need the whole log: 68980.51 - Cannot continue, was unable to download one or more archives.
I thought "Hey, let me just download these missing archives and place them in my downloads folder. That fixed the problem for me last time". But when I look at the archives that failed to download, they're not mods but are instead files.

Wabbajack wont download the Wildlander installer. This is typically caused by a mis-configured firewall between your PC and the Wabbajack build server. If you are unable to download it though Wabbajack, then visit here and download the Install File Backup.
