The CS and Oblivion use separate INI files, separate archive lists. BSAs registered in the INIs do not have to be in the data folder, or even on the same HDD. The fastest way for the game to find files is in uncompressed BSAs, BSAs packed with "no compression."
Archive invalidation (or Oblivion not loading meshes/textures from foreign sources like mods) is something Bethesda will hopefully address in Skyrim. For the purposes of Oblivion, manually adding the names of BSA files as necessary is my preferred method.
7 mar 2020 · I've been trying for hours to play oblivion. i downloaded yesterday and started up the game. i tried creating a save file so the oblivion documents folder was created to mod the game. the folder was not created. i then spent the next 6 hours scouring the internet to find a solution.
FormID Finder and RefScope can be used to track down missing meshes and textures. You need to use some form of "archive invalidation", preferably "BSA redirection" (included in OBMM and WB; see BSAs and Archive Invalidation) if using mods that replace files in BSAs.
When the game loads, it first checks the data folder for meshes and textures and loads them, if a file for a mesh or texture is not found in the data folder, then it's default file located within a .bsa is loaded instead.
