You can use the mouse wheel to zoom in/out, and click to drag the map around while viewing it. There are several other objectives tracked by this map: Oblivion Gates can be discovered, but also need to be closed. Left clicking again on a discovered gate will give it a checkmark to indicate it is closed.
You can drag your Oblivion save file onto the checklist page to see your current progress! The Map tab has two options, the Map and the Nirnroute. The Map tracks your progress in discovering all places, closing all Oblivion Gates, as well as acquiring all Nirnroot, Wayshrines, and Heaven Stones.

From a quick check on the UESP, you could try the following: go to one of the places you want the map of in-game; do the console command "tfow" to reveal all the local map of the zone; do the console command "OutputLocalMapPictures" to export the local map.
