Tl;dr all you need to do is see ShaderPackage number in Rendererinfo and then switch that ShaderPackagefile with shaderpackage19 in the Data/Shaders folder. This will work for HDR only, if you revert to Bloom or None, you have to switch them again. Hope this helps someone!
9 wrz 2023 · Turn off the cloud and disable any mods, then, delete the three data files and the "saves" folder in the Oblivion Data folder. (blendsettings, Oblivion, Renderinfo). Launch the game and save then exit and turn the cloud back on.

I tried the HDR/Bloom fix, deleting INIs, the entire oblivion documents folder (backup your saves), and nothing worked. What I found out was that when I installed/uninstalled ORC all of the "shaderpackage0xx" files in my Data/Shaders folder were gone.
i downloaded the deadly reflex mod, i check the boxes in data files . When i go to load and choose my save file the game keeps playing the music but is stuck on an eternal loading screen.
