Firstly, with Wryebash and Oblivion Mod Manager and the like, you will not need to personally mess with the data folder. These programs will add and remove files from the data folder by activating and deactivating the mods.
The Data folder is the directory to which mods are installed. After installing Oblivion, you will find in here a few BSAs containing most of the game's resources (i.e., meshes, textures and sound files) as well as some of the default folders: Shaders, Music and Video.

So if you used a tool, through MO, to install mods to the Data folder, it could be that the files actually ended up in your MO Overwrite folder, that is in your MO installation directory.

Extract Fast Exit and OSR in the Oblivion folder. Extract Elys' USV in the Data folder. Extract Pluggy into the OBSE plugins folder, which you may have to create. All of the DLLs should end up directly in the Plugins folder (except for OSR's component DLLs which should be in their own subfolder.)

Of all the steps in mod installation the most trivial is when you actually use the "activate," "install," or "extract" command that puts the mods' data files and plugins into your data folder. The bulk of the process occurs before that point.
