Uninstall everything dude. Download all the mods in zipped folders, and extract them to a different place. Save that folder with all the zipped ones for backup. Then, just learn to use the OBMM, and read the readme files for every mod. It might take a few minutes to learn it, but it's definitely worth it.

I've tried moving my current Oblivion mod setup to my new Steam Deck, and I did so by copying the files from my desktop Data folder to the Data folder on my Deck's /home/deck/.local/share/Steam/steamapps/common/Oblivion directory.
I have copied the 3 .dll files to the installation folder and the OBSE folder to the Data folder with the .ini file inside it. I have Steam overlay active and running properly on the game. I have tried launching both the Oblivion.exe file independently and from within my Steam library.
