The following table describes the minimum level at which an armor type begins to show up for the player; lower level armor will also randomly appear. Enchanted versions of each armor type will begin to appear 2 levels later; see Generic Magic Apparel for more information.
An Armor Set is defined as a complete set of armor that includes one matching armor piece for the head, chest, legs, hands and feet. There are several different armor sets available in Oblivion, both in heavy and light variants. Certain Armor set can provide special bonuses if the full set is worn.

I actually beat Umbra at LEVEL 1a different way. First, get a bunch (at least 100) of Iron Arrows, 2. Go to the secret lava-level entrance to the Sunken Tower in the Oblivion Gate outside Chorrol and retrieve the bow Hatred Soul.
