A Rat Problem is a quest in The Elder Scrolls IV: Oblivion. This quest is the first of the Fighters Guild quests in Anvil. The Guild has been asked by one of the locals, Arvena Thelas, to take care of a rat problem in her basement.
When Azzan tells you to talk to Arvina about her rat problem, a new topic should appear in his dialogue called "rats". You have to scroll down a bit to see it. Choosing that topic will add the quest to your journal.
When you arrive in the basement, you'll encounter a starving mountain lion attacking a nest of rats. After you've killed it, you'll receive a journal entry that the lions must be sneaking in through a hole in the wall somewhere and that you should notify Arvena about the problem.
