Got this working on ICICI NRE account with USA number using the imobile pay app on Android. I used to get verification failed before but decided to try yesterday and saw a scan any QR code button at the bottom and then it let me set up upi with my USA number.

Wanted to share my recent experience with the ICICI app. When I first activated it and used it for UPI with my international number it was very slow and buggy. As others have commented, ICICI was asking people not to use the app. A few days ago the app got updated to version 18.1 on Android.
ICICI is good for NRE/NRO accounts. I would advice if you have access to an India mobile number, update that in the profile (instead of US number). You can use that to setup PhonePe or BHIM etc. when you visit India (very few ppl are using cash now).
