It's saves for games on the Nintendo Wii. You could put em on an SD-card and load it into a wii console for any wii games you want, no hacks or other tools needed. Should also be easy do on an emulator.

You can download those and load them on your Wii. SSBB, mario kart and pokemon BR don't have files available because you aren't supposed to be able to get those files off your Wii. In fact, most games with an online play option won't have save files available.
The files are all small 50-100k size saves that you copy to the Wii to use with games you already have. Here's the little readme file from one of the saves: Name: Carnival Games EVERYTHING UNLOCKED
